Spatial impact assessment

As well as the environmental impact study, a spatial impact assessment is also crucial to the regional planning procedure.

Pursuant to the provisions of the state planning authority's specification protocol (available in German only), the spatial effects of the various alternative alignments discussed must be examined. For example, there are areas which are relevant to conservation or to "tourism and recreation", and which should therefore be given special consideration.

The goal:

At the outcome of the regional planning procedure, the state planning authority establishes:

  • Whether the project complies with the requirements of local planning;
  • How the individual projects can be reconciled or implemented from the point of view of local planning.

Focus:

The spatial impact assessment provides a detailed summary of the regional consequences of the plans and measures in various fields. Among the areas examined are the regional housing and open space structure and the regional economy, traffic growth (including local public transport, inland waterways and cycling), forestry and rural areas, extraction of raw materials, energy, etc.

The result:

In accordance with its analyses, Deutsche Bahn proposed the following alternative. The existing alignment was to be upgraded as far as possible, deviations built around Neustadt and Oldenburg and the alignment adjusted. The analyses would have produced predominantly positive effects in respect of traffic growth. The improved inter-regional connection of places within the scope of local rail passenger travel means significantly shorter journey times and thus a reduction in road traffic. This alternative would also have had major benefits in terms of conservation. The land used and the division of agricultural land and woodland would have been very small.

The preferred alignment developed by the state planning authority in the regional planning procedure anticipates a new, double-track deviation around the resorts of Timmendorfer Strand, Scharbeutz, Sierksdorf and Haffkrug and the communities of Ratekau, Lehnsahn und Grossenbrode, accompanied by closure of the existing line. Deutsche Bahn has included this as the preferred alternative in planning and examined it for technical and financial feasibility. This is the basis on which the preliminary alignment was planned.
